we have been on defense from day one. we have on occasions employed offensive techniques and by and large, they are pretty effective. we understand intelligence is a critical component of this battle, may be even more so than the last. but it was important then, too. we have had some reorganization of our government and we have certainly had a couple of wars. we think of afghanistan right now, and maybe that is the last point of the microcosm. is there anybody here who believes that in five years, afghanistan is going to look very much different than it did, say, two weeks before 9/11? is it going to look any different? there is a lot of blood and treasure spent, maybe not to very good effect. we final point is that's could, because we are and impatient people by nature, and because the enemy in this case is extraordinarily patient -- well, i am not going to say we can lose it, because at the end of the day, we have no choice but to win it. it will be a longer struggle if we don't appreciate that the time element is impor
